Andrews Seeks Resident Surveys for Waterline Project

The Andrews Board of Aldermen revealed details about a proposed waterline project during its Sept. 16 meeting

The Town of Andrews is seeking nearly $3 million in grant funding to replace more than 9,000 feet of aging water lines, but residents in the project area will need to help the town qualify for the money.

Andrews plans to apply for up to $2,990,680 through the North Carolina Department of Environmental Quality’s Community Development Block Grant-Infrastructure program for what the town is calling the Kent Street CDBG Water System Improvements project.

As part of the application, the town needs customers served by the affected water lines to complete a two-page income survey. The information is needed to document that the project meets the grant program’s income requirements.

Residents who receive water service in the following areas are being asked to complete the survey: Mountain View Drive, Teas Street, Chaloux Street, Broadway Villa Lane, Kent Street, West Winds Apartments, Whitaker Lane and Watauga Lane.

The survey takes about two minutes to complete, according to the town. Residents can come in to fill out a form, or those who need a form brought to their home can call the town at 828-629-2500.

The CDBG-I program is intended to fund water and sewer infrastructure projects benefiting low- to moderate-income communities. To qualify under the criteria outlined at the town’s Sept. 16 public hearing, at least 51% of the residents benefiting from the project must meet the program’s low- to moderate-income guidelines.

If funded, the Andrews project would replace or install approximately 9,050 linear feet of water line, including about 1,200 feet of 12-inch line, 3,250 feet of 8-inch line and 4,600 feet of 6-inch line. The work would also include connections, service reconnections and restoration of pavement and other surfaces disturbed during construction.

The improvements would run from the western portion of Andrews around Kent Street and Fairview Road northeast through residential areas toward the Main Street corridor. The project is expected to serve approximately 120 residential meter connections.

The town says the work is intended to improve the reliability, capacity and overall condition of Andrews’ municipal water distribution system.

Andrews is scheduled to submit its grant application Sept. 30.

All-Day Reading Planned for Dolly Parton Day in Murphy

Children can stop by Downtown Murphy throughout the day Friday for free story time as part of a growing list of activities planned for the town’s Dolly Parton Day.

Local volunteers and organizations will take turns reading to children every hour from 9 a.m. to 4 p.m. on Center Stage at Town Square, tying the celebration to Parton’s longtime work promoting childhood literacy through her Imagination Library.

First United Methodist Church representatives Robin Burnette and Paula Wadstrom will begin the readings at 9 a.m., followed by Phyllis Forbes and Rose Anderson with Eastern Star at 10 a.m. School volunteer Judith Bodley will read at 11 a.m.

Grape Creek ECA and Community Development Club members Betty Hedrick, Joan Dockery and Linda Bain will take over at noon. Cherokee County retired school personnel readers Catherine Dailey and Margaret Lunsford are scheduled for 1 p.m., followed by REACH representative Cecilia Crawford-Faulkner and a guest at 2 p.m. Rotary Club of Murphy members Cathy Yost and Trevis Hicks will read at 3 p.m., with Mayor’s Rising Stars members Fisher Grant and Marin Keen closing out the day at 4 p.m.

The readings are one piece of a much broader community effort planned for Sept. 25, a date chosen as a nod to Parton’s hit song and film, 9 to 5. Mayor Tim Radford announced the celebration in August and challenged residents, businesses, churches and organizations to mark the day with “Dolly Good Deeds.”

“When we planned Dolly Parton Day, the idea was never to create a big festival or a single large event,” Radford wrote on Facebook. “The idea was much simpler: encourage our community to give back. Help a neighbor. Support a local nonprofit. Donate a book. Pick up litter. Help someone who needs it. Find your own way to do something good.”

Dozens of those efforts have since been submitted to the town.

Among them, the State Employees’ Credit Union will give away free children’s books and serve free coffee, drinks and doughnuts from 9 a.m. to 5 p.m. Narrative Bookstore will give away used children’s books from 11 a.m. to 5 p.m., while supplies last.

Other activities range from a downtown litter pickup and a coat drive to donations for local nonprofits, nursing homes, schools, the homeless shelter and Valley River Humane Society.

“I’m proud of how our community has stepped up,” Radford wrote. “Businesses, churches, organizations, schools and individuals have taken this idea and made it their own.”

The town says its growing list does not include everything happening Friday, as other individuals and groups are expected to carry out good deeds of their own.
